Junior Tournament 

 

- TOURNAMENT RULES - 

 

1. The Tournament will be conducted under the Official F.I.B.A. rules, except for the specific tournament rules as listed.

2. All players must be registered and financial members of their home State/Associations and therefore will be covered by that States/Associations Insurance Scheme. The organizers of the Benalla Basketball Association Junior Basketball Tournament deny any liability for any injury sustained during this event.

3. The tournament committee has the right to combine or cancel divisions if insufficient entries are received and has the right to move teams into a higher division after considering results from other tournaments in the same rep season.

4. Teams withdrawing after the closing date will forfeit their entry fees.

5. Players permitted to compete in only one age group, one division and for one team. All players must be available to play prior to half time to take part in the game. To qualify for Grand Finals players must play three (3) games prior to the Grand Final.

6. Players competing must be eligible for their age group as of the 31/12/2019. Proof of age must be provided upon request. Any team found guilty of playing an ineligible player/s will forfeit all points for those games in which that players/s name appears on stadium scoring.

7. All players to wear registered uniform of team unless changed by Court Supervisors when there is a clash of colours. All teams must provide a second set of uniforms in case of a clash. Second named team has to change to alternate colours. Teams that fail to provide a second set of uniforms will forfeit the game and their entry fee.

8. TEAMS MUST PROVIDE THEIR OWN WARM UP AND MATCH BALLS. All teams use size 6 balls except for U16 & U18 boys to use size 7.  No bouncing of balls on sidelines whilst a game is in progress.   No responsibility taken by organisers for loss of team or personal basketballs.

9. No team shall take the court with less than five (5) players. Any team not ready to take the court at the scheduled starting time of their game shall:

(a). Forfeit two points for every minute late.

(b). Forfeit the game if such team fails to take the court within 10 minutes.

10. A team may use as many different players as they wish over the weekend but a maximum of ten (10) players can be used in any one match.

11. Three-point scores will only be recognised for U14 and upwards. The 3.7 Metre (12ft) Foul line will be used in Under 12 matches.

12. In the event of a major power failure if the power is not restored within 20 minutes,

(a) If a game is abandoned before it commences or before half time it is counted as a draw;

(b) If a game is abandoned after half time, the game score stands as a final result.

13. U12 & U14 teams must play man to man defence (Basketball Australia Policy).

14. All teams must supply one competent scorer/timekeeper for own games.

15. Stadium Scoring will be used where available during our tournament and therefore all teams must ensure all registered players are entered prior to the tournament.

16. Any person reported must report to the referee supervisor at the main stadium and then must appear before the Tournament Tribunal prior to the next scheduled game. The Tribunal will be conducted under the BVC Guidelines and any person found guilty will take no further part in the event.

17. All protests must be in writing and lodged with the Court Supervisor, accompanied by a $100 bond, within 30 minutes of the conclusion of the match. If the complaint is found to be frivolous, the bond will be forfeited.

 

The Sin Bin Rule is in place at this tournament (zero tolerance policy)

In all Matches; Game referees will be required to:

1. Instantly penalize any obvious form of dissent towards Referees or their calls, or bad language with a Technical Foul and send player / coach / manager to Sin Bin for 5 minutes.

2. The Sin Bin is not necessarily a specified place but a player / coach / manager is required to leave the court for the required time. A coach in the Sin Bin cannot continue to coach.

3. The player / coach who are sent to the Sin Bin can be substituted.

4. A second similar offence results in the player / coach / manager concerned being disqualified from the game.

5. Continued non-compliance may result in the match being called off, at the referee’s discretion.

 

Heat Policy – for non-air-conditioned stadiums

When the court temperature reaches 30℃, Event Management will implement the following timing rules:

  • The game will be reduced to 2 x 18 minute halves with the clock stopping rule to remain.

When the court temperature reaches 35℃, Event Management will implement the following timing rules:

  • The referee will call an additional compulsory timeout in each half, close to the midway point of the half, the clock will stop during the referees timeout.
  • Each team must call a timeout before the compulsory timeout and after the compulsory timeout. In the event the coaches do not call a timeout as required, the referees will intervene and call a timeout and attribute them to the respective teams.
  • The game will be reduced to 2 x 16 minute halves with the clock stopping rule to remain.

When the court temperature reaches 40℃, games will be abandoned, subject to any rule or ruling by Event Management.

  • If a game is abandoned before it commences or before half time it is counted as a draw;
  • If a game is abandoned after half time, the game score stands as a final result.

The introduction of the aforementioned Heat Policy Rule and notification to teams will be by the Court or Venue Supervisor.

Competition points

Win 3 points, Draw 2 points, Loss 1 point and Forfeit nil points.

A team’s position on the ladder will be determined by points. If teams end up on the same points, the position will be determined by the team’s overall percentage (points scored for divided by points scored against).

 

TIMING RULES

ALL MATCHES EXCEPT GRAND FINALS

Games will be 2 x 20-minute halves with the clock only stopping in the last minute of the 2nd half.

No time out allowed in the last minute of the 1st half.

Each team is allowed 2 timeouts per half.

Half time interval is 2 minutes.

In the case of a drawn game in preliminary matches the result will stand as a draw with no extra time played. In Semi Finals a drawn match will be decided by an extra three (3) minute period, as many extra three (3) minute periods as required for one team to have a lead will be played. One time out per team per extra period is allowed. Clock will stop at all time outs in extra time and in last one (1) minute of extra time.

 

GRAND FINALS

Matches will be 2 x 20-minute halves with the clock stopping in the last minute of the first half and the last three (3) minutes of the second half.

Each team is allowed 2 timeouts per half.

Half time interval is two (2) minutes.

Drawn matches will be decided by as many extra three (3) minute periods as required as above. One time out per team per extra period is allowed. Clock will stop at all time outs in extra time and in last minute (1) of extra time.
