Committee’s Letter
The VACSAL State-Wide Senior Basketball Classic will be hosted by the VACSAL Organising Committee.
The Tournament is for Aboriginal and Torres Strait Islander community to come together and compete for the basketball title of State Champions.

NO LIQUOR OR DRUGS SHALL BE BROUGHT INTO OR CONSUMED IN THE CONFINES OR SURROUNDINGS OF THE BASKETBALL COURTS AT ANY TIME DURING THE TOURNAMENT.

INSURANCE
Insurance cover is for basic medical benefits cover only. This does NOT allow for loss of income should a player not be able to resume normal working duties. Teams have the option of taking out their own additional comprehensive coverage
WORKING WITH CHILDRENS CHECK
VACSAL strongly encourages community volunteers to gain a Working with Children’s Check. Please see poster below for details.

PLAYERS
Seniors
- ALL Senior PLAYERS MUST be of Aboriginal or Torres Strait Islander descent.

Non- Aborignal children and /or spouses , whether married or de facto are allowed to play in the senior carnival.
- VACSAL has the right to challenge the Aboriginality.
- Players are only allowed to play with one team in each age group/division. Once a player plays one game with a team, they are not allowed to then play for another.
- VACSAL recommends players be 16 years or older to play senior competition.
Junior
- Players are advised that they will be asked to show proof of age.
A letter from the following will be accepted;
- Community Organisation
- School
- Statutory Declaration etc.
- Junior competition may have up to 3 non Aboriginal player, however no more than 2 may take the court at any one time
- Players must be born in the required year as stated above. No exceptions will be considered.
- Please indicate if your players play in Victorian Basketball Association (VBA) competitions.
CONDITIONS OF GAMES
All Games - with the exception of the Grand Final
- All matches shall commence at the advertised time.
- 2 x 15 minute halves
- A team who failures to appear with 4 players on the court at the scheduled commencement time will mean a walk over. Teams may play with 4 players.
- 1 penalty point will be recorded to the opposing team for each minute (or part thereof) a team is late. The exception will be where the Tournament Committee has made an error with court allocations / fixtures
- 1 Time Outs per team per half
- No Time Outs are permitted in the last One Minute of the First Half
- The Clock Stops on all whistles in the last One Minute of the Second Half
Drawn Games
- Drawn games will be recorded in all Round Games
- No Drawn games in any Finals Matches
- A period of 3 minutes will be played (or as many as is required to achieve a result)
- One Time Out per team
- Clock stops on all whistles in the last One Minute
Grand Finals
- 2 x 20 minute halves

Send Off Rule
- First technical foul – 5 min send off rule
- Second technical foul – disqualification for the rest of the game
- Any physical violence or threatening behaviour will not be tolerated and you may be evicted for the rest of the event
PLEASE NOTE:
It is the Coach/ Managers responsibility to ensure that their teams play at the scheduled time of commencement
TEAM UNIFORMS
Each team shall nominate its uniform
In the case of a clash of colours – Then the first named team MUST wear the alternate uniform.
DISPUTES COMMITTEE
- This committee will be made up of independent people who will address complaints.
- Complaints must be in writing and lodged within 10mins after the game/incident has finished.
- The Team Manager is the only person who can lodge a complaint
POINTS
Ladder Positions will be decided on percentage for all sections;
OFFICIALS & BENCH DUTY
Each nominating team shall provide the following court officials.
- 1 Scorer or timekeeper
NOTE:
All matches shall be under the control and management of court officials.
ELIGIBILITY FOR FINALS
- To be eligible to play in the finals players must have played two- (2) matches for his/her nominated team.
- The two- (2) top teams from each section/division will enter into the finals.
CODE OF CONDUCT
Introduction
This policy is designed to promote to community members a respectful “Code of Conduct” during your participation at the VACSAL State-wide Bill Muir Memorial Classic Senior Basketball Tournament, conducted during the March, 2014 in Melbourne.
The primary purpose of the Carnival is for the Aboriginal & Torres Strait Islander communities of Victoria to gather and participate in friendly competition in a healthy and culturally safe environment. This purpose serves to promote cultural ties, family participation, healthy lifestyle and showcasing our unique talents.
TOURNAMENT GUIDING PRINCIPLES
v We remind you all that you are on Aboriginal land; we ask that you acknowledge & respect country whilst you are in the Shepparton area.
v That you respect both Aboriginal and Non-Aboriginal community members. We ask that you treat the visit, as you would wish your community to be treated when communities come to your country.
v Ensure a safe and healthy environment for all families, in particular young children attending the carnival.
v Respect the Stadium and surrounding area which includes all their Signage.
v Refrain from smoking in those areas where smoking is not permitted.
v No alcohol or drugs are permitted at this event.
v We encourage all drivers to drive safely and in a lawful manner at all times.
v Communicate and co-operate fully with key community stakeholders to ensure the continued development and growth of the carnival and its aims.
v Player’s and Spectators are to respect the Referee’s decision.
v Player’s and spectator’s behaving unsatisfactorily may be asked to leave the stadium
v Player’s and spectators are to respect opposition players.
v Encourage the feeling of goodwill and sportsmanship towards all members participating in the carnival.
