BALLINA BASKETBALL ASSOCIATION BY-LAWS

 1. BALLINA BASKETBALL ASSOCIATION

Consists of grades of MEN’S, WOMEN’S AND JUNIORS

2. SEASONS
There shall be two seasons –Winter and Summer.

3. TEAM ENTRY THE FOLLOWING PROCEDURES MUST BE COMPLIED WITH:
[A] a completed of team entry form
[B] lodging of the form as prescribed on the form itself

 4.  UNIFORMS

4.1 Players must be wearing the same uniform to take the court. At the start of each competition players will be given until the end of the second week to be correctly attired.  Any player playing out of uniform will result in their team forfeiting ten (10) points from the scoresheet of the game in which they are participating in, for every player who is not in correct official uniform, and three points from competition ladder
4.2  Shorts must have No pockets, toggles or loops.
4.3 In the event of a clash of colours, the first mentioned team on the draw shall wear the alternate colour singlet.
4.4 All numbers must be the same colour and size contrasting to the singlets width no less than 2 cm height front 10 cm, back 20cm. Teams with shabby/ old/faded uniforms or singlets with numbers missing will be requested to replace them or leave the court.No player shall be permitted to take the court without a number that comply on their uniforms.
                                                                                                                    4.5 Team sponsorship is encouraged and accepted.

5. REGISTRATIONS
5.1 All players must be registered or affiliated with NSW Basketball before playing. A two-week leeway will be given to new players only, from their first game to register .              

5.2 Any existing player who is unregistered is electronically recorded on the scoresheet with a U against their name and will NOT be permitted to play until registration is completed.  

5.2 Fee Structure is $105 Senior, $85 Junior = Twelve Months NSWBB registration. On-line payment only.                                                                                                                                                       5.3 As from Feb 2019 notification of registration renewal will be sent as an electronic reminder through Sporting Pulse.

6.  INSURANCE
6.1 Participants involved in activities organized by Ballina Basketball are insured through an Insurance Company named by NSW Basketball. In the event of an accident, the details should be entered on the Injury sheet attached to the scoresheet. 
6.2 Unregistered/ unfinancial players will not be covered by insurance.

7 TEAMS

7.1 Teams are required to have a minimum of four eligible and registered player in full uniform to start the game. Other players who may be late must have their name on the scoresheet before the game commences to be able to take the court when they arrive. A late player must arrive and be available to play before half time.
7.2 Any player not present must have their name crossed out at the end of the game. No names are to be added to the scoresheet after the commencement of the game unless the player is present at the start and their name has been accidentally omitted from the scoresheet.
7.3 If a team does not have four players ready to take the court at the scheduled time, the bench officials will start the clock and the opposition will receive two points for each minute that the team is late. The maximum number of points, that can be given to a team is eight the 9th/10th point constitutes a forfeit.
7.4 Teams must supply one nominated referee and two bench persons. Failure to complete these duties will result in the loss of 3 competition points and/or fine.
7.5 NSW BB scoring system runs on an algorism set up attached to Stadium Scoring. Ballina Basketball ladder points system is 3 points = WIN, 2 points = Draw 1 point =LOSS points for 0 points = Forfeit.
7.6 In event of washout (blackout etc) these games are considered as byes. If game has progressed more then 70%, game is considered as completed and score stands.

8 TIMING OF GAMES
8.1 Each game will commence at the time laid down on the draw and consists of 4 x 10-minute quarters.

8.2 tIME OUTS Will be timed to one minute only

8.3 The clock WILL stop for all whistles in the last minute of the last quarter in all domestic games.                 8.4 Teams will be given warm up time if time permits and 3 minutes half time.

8.4 Finals - The clock WILL STOP in all FINALS games for all foul shots, time outs and every whistle in the last 3 minutes of the last quarter. In the result of a draw extra 5 minutes intervals will be played until a winner a decided.

9 FINAL SERIES
9.1 Semi Finals, Grand Finals must be played on the scheduled dates. Exceptional circumstances may be considered.
9.2 Prior notification of a forfeit of a Grand Final will lead to the next placed team being nominated to take its place.
9.3 For any Semi Final, Final or Grand Final a team must have four (4) qualified and registered players to take the court. Any team which cannot fulfil this requirement will forfeit their game.
9.4 All players must have taken the court in at least 50% of scheduled games this excludes buys and forfeits to qualify for finals.

9.5 TWO TEAMS EQUAL ON THE LADDER- SportsTG decides using their algorithm.

10 FORFEITS
10.1 Any team unable to make scheduled games and who provided at least 3 days’ notice to an official of the Basketball office (court controller) will be classified as losing the game.
10.2 All teams must pay a forfeit bond of $110.00 at the start of the season to cover court costs in the event of a forfeit.  This is payable with team nomination fees at the commencement of the season.    

10.3 All subsequent matches after bond is absorbed, will not be allowed to take the floor until all fines and additional bonds are paid.

10.4 If a team does not forfeit in one season the bond money will be carried on into the next season, if participating. If the team is disbanded the it will be refunded on application.

11 PERSONAL APPEARANCE
11.1 Nails-Long natural fingernails, must be trimmed correctly so no harm to other players. Acrylic fingernails are not allowed.                                                               

11.2 Fingernails are to be checked by the referee before commencement of games.
11.3 Hair - No plaits allowed, no hair accessories allowed.
11.4 No jewellery is allowed. Plain wedding bands are permitted if taped with soft tape. All piercings must be removed or taped before taking the court.

12 CODE OF CONDUCT
Players, coaches, referees, committee, bench officials and all spectators must abide by the Ballina Basketball, NSW Basketball, and Australian Basketball Federations Code of Conduct.

12.1 The court supervisor has the power to remove any player or spectator from the gymnasium for breaching the Code of Conduct and is required to report the matter to the Disciplinary Committee, a form is attached to the scoresheet clipboard for this purpose.                                                                                                                                                         12.1. The Disciplinary Committee will proceed as per the Constitution of Basketball Australia Disciplinary guidelines. Ballina Basketballs Code of Conduct can be found on line.

13 COURT RULES
13.1 DUNKING-Dunking the ball is only permitted during official warm-up and in such a manner not likely to damage the ring, backboard or supports.
13.2 Grasping the ring or violent dunking is not permitted at any time. Hanging onto the ring is not permitted at any time.

TEAM PAYMENTS                                                                                                                                 

All team payments must be completed in full (entire season) by the third week of competition, or the team is not permitted to participate in any game organised by Ballina Basketball Assoc Inc.

14 PROTESTS
Any team protesting the result of a game or complaint regarding the game has 48 hours to lodge a written complaint to the Association Secretary. The committee will review all protests.

15 AGM
All teams must provide one team member to attend the Annual General Meeting (around February) If this does not occur, teams will lose 3 points from the competition ladder.
