TOURNAMENT RULES AND REGULATIONS

Six courts will be used for the weekend. Courts 1 & 2 are at the Warragul Leisure Centre Burke St Warragul, Courts 3 &4 are at Bellbird Park Settlement Rd Drouin and
Courts 5 & 6 are at St Pauls Anglican Grammar School, Bowen St Warragul. 

ALL Players, Referees, Coaches, Team Managers, Scorers nd Time Keepers should familiarise themselves with the Tournament Rules.

1.PLAYER ELIGIBILITY  

2.TIMING RULES - PRELIM ROUNDS & SEMI FINALS - 18 Min halves, Half time break 2 minutes

First half: clock does not stop, Second half: clock stops all whistles in the last minute, including time-outs

Two time-outs each half. Clock does not stop for compulsory subs. 

GRAND FINALS - 20 minute halves  

All players must be Under 10,12,14,16 as at 31st December 2012. eg u18-1995,1996. u16-1997,1998. To be eligible for finals a player must have played two (2) normal round games.

Half time break 3 minutes

First half: clock stops all whistles during the last minute.

Second half: clock stops on all whistles during the last two minutes

Two time-outs each half.

3.SCORERS

Each team must provide a competent scorer/timekeeper for all their games, including the Grand Finals.  If the start of a match is delayed by the absence of such official, then for each minute of delay, the teams opponents will be awarded 1 point up to ten (10) minutes after which the match will be forfeited. Result to read 20-0.

4. SCORE SHEETS - Will be provided at the score bench on each court and MUST be completed during the preceding game. It is very important that this is done to allow our tight schedule to be maintained. Referees will be directed to commence games on time.

5.FREE THROWS - Under 10 will take penalty shots from the 11 foot mark. Under 12 will take penalty shots from the 12 foot mark

6.THREE POINT SHOTS - In the under 10 and under 12 age groups three (3) point shots will only count for 2 points

7. BALLS - Each team must supply their own warm up ball. Small ball (No 6) will be used for all Girls games and the Under 10,12,14 Boys games. A large ball (No 7) will be used in the Under 16 & 18 boys games. The best warm-up ball will be used as the match ball.

 

NOTE : Only game balls and warm up balls are allowed during Basketball games.

Three way draw Percentage of games played between the tied teams. In the event that these measures cannot separate tied teams, overall percentage will be used

 

 

 

 

18.REPORTS. - Any player or team official reported by referees shall appear before the Tournament Dispute Tribunal. The decision of the Tribunal will be final.

19. FILL IN PLAYERS : A player from a lower age group may fill in up an age group provided that it is necessary to avoid a walkover/forfeit. A fill in player may only play one game “up an age group”, any more than one game will disqualify them from participating in the finals of their own age group. In the case of an age group having two divisions (A&B) - players of that age group are only permitted to play in one division.

20. The Warragul and District Amateur Basketball Association will not be held responsible for any injury or loss of/damage to possessions that may occur during this tournament.

14.FAILURE TO PLAY A ROSTERED GAME.

In the event of a team failing to attend a rostered game that team will be subject to a fine of $50.

15.WITHDRAWN TEAMS - Any team withdrawn after draws have been set will forfeit their entry fee

16.PRESENTATIONS - Will be made after the completion of each grand final at each venue.

17.PROTESTS. - In the event of a protest the protest will be heard by the Tournament Dispute Tribunal and the decision of the Tribunal will be final. All protests must be lodged IN WRITING with the Tournament Dispute Tribunal within half an hour of the game and be accompanied by a non refundable deposit of $50.

8.HEAT POLICY -  8.1 All persons involved in the organisation of games must be aware of the effect that extremes of weather can have on persons playing or attending basketball and put in place adequate contingencies for the minimising of risk to persons, particularly when high temperatures are expected. Where high temperatures are expected organisers of games must know the extremes or temperature which can occur in the particular venue.

8.2 Where high temperatures are expected game organisers must ensure:  • Full knowledge of availability of first aid equipment and first aid and medical personnel is accessible by all persons attending;

• Referees and other officials are aware of the symptoms of heat stress and are instructed to be on the alert to notice any such symptoms;

• Referees are instructed to initiate regular extra time-outs during the game and to shorten the game if necessary;

• Players are made aware of the need to hydrate regularly before and after the game and that facilities are available for them to do so;

• Facilities are available for players and other persons to externally cool themselves with water, fans or other facilities;

• Adequate supplies of ice and ice packs are available for use where appropriate; and

• Proper advice is available to coaches and players on the effects of heat, symptoms of heat stress, the need for proper hydration and the facilities that are available to prevent or treat heat stress.

8.3 All stadiums must be fitted with a thermometer. On hot days, court temperature must be taken hourly whilst the stadium is in use and must be recorded in a permanent record kept at the stadium. If the stadium is in sections, the temperature must be taken in each section.

8.4 (a) When the court temperature reaches 30oC competition organisers must consider implementing and where the court temperature reaches 35oC, must implement the following timing rules:

Based on a 60 minute schedule played in halves, the game time must be reduced by 2 minutes per half with 2 team timeouts per half. The clock must stop for each timeout and the referee must call an additional compulsory timeoutclose to the half way mark in each half. Each team must call a timeout before the compulsory timeout and after the compulsory timeout.

If a game is played in quarters, the referee must call an additional compulsory timeout in each quarter if no timeout has been called by half way through the quarter.

The clock must stop for every whistle in the last minute of the first half and the last 3 minutes of the second half (this may be modified for local conditions in domestic basketball).

(b) When the court temperature reaches 40C games must be abandoned. Subject to any rule or ruling by a competition organiser,

(i) if a game is abandoned before it commences or before or at half time it is counted as a draw;

(ii) if a game is abandoned after half time, the game score stands as a final result.

9.UNIFORMS

Any player NOT in uniform will be subject to a six point penalty. Each team is to provide a set of alternate tops in the event of teams having similar colours. In the event of clash of uniforms, a toss of a coin will decide the change of tops.

Correct Uniform : exactly the same design and coloured tops and shorts as the remainder of the team

10.LATE START

Late starts will be penalised by one (1) point for each minute or part thereof.

Games will be forfeited after a delay of 10 minutes.

11.DRAWN GAMES - PRELIM ROUNDS

The game will be ruled as a draw.

SEMI FINALS An extra three (3) minutes will be played. If at the end of the first (1st) extra three minutes the game is drawn both teams will have break of 1 minute and then the game will continue and the first team to score will be declared the winner (golden goal).

GRAND FINALS - An extra three (3) minutes will be played. If at the end of the first (1st) extra three minutes the game is drawn both sides will have a break of 1 minute and another period of three (3) minutes will be played. This will repeat until a winner has been decided .

12.POINTS - Win 3 points, Loss 1 point, Draw 2 points, Forfeit 0 points (opponents 20 - 0 win)

13.POSITION ON LADDER - In the event of a draw for position on the ladder, position will be determined by.-:
