Armstrong recalled experienced Northern Bombers utility Shane Wager and selected Tassie Mariners State under-18 and Clarence player Sam Iles for his first game.
Wager comes into the team to cover the loss of experienced defender Brett Geappen who received a three-match suspension for rough conduct after a melee in last week's game against the Bendigo Bombers.
Iles earned his spot at the expense of fellow State under-18 teammate Todd Grima who was omitted.
Armstrong said the club had decided against appealing over Geappen's three- week penalty but admitted his suspension was a huge loss.
"You can't cover the loss of a player like Brett Geappen because he's played 70-odd games of football at this level and is a very experienced footballer and its unrealistic to expect someone to come in and play his role," he said.
Armstrong said that the inclusion of Wager and Iles would give the side more run on the open spaces of Aurora Stadium.
Coburg coach David Flood named 13 AFL- listed Tigers' players and an extended 12-man interchange bench, with its final line-up to be determined by Richmond's interchange selections today for Sunday's game against the Western Bulldogs.
"We've got a pretty good young side and have been more than competitive this year," Flood said.
"Last week we had nine Richmond-listed players and this week will probably have one or two less."
Organisers are hopeful of a record crowd of 5000-plus for the Devils last roster game in the North of the State this season.
The game starts at 6.30pm, with the gates opening at 4pm.
