SEND OFF RULE CLARIFICATION – 2012 Season
- RED & YELLOW CARD SYSTEM
NEMJFA has implemented a Send-Off system whereby an Umpire can send off a player for an indiscretion where the Umpire deems that it is inappropriate for the player to remain in the playing arena. All players sent off will be recorded on Umpires Match Report by the Umpire.
At the time of the Send-Off, the Umpire shall escort the player to the interchange area showing either one of these cards:
- YELLOW CARD – The player is NOT REPORTED and must serve his time ‘on the bench’.
- RED CARD – The player is REPORTED and is NOT ALLOWED back on for the remainder of the match.
- SEND OFF PERIOD
The Send-Off period is the remainder of that quarter PLUS the whole of the next quarter.
- During this time there is NO REPLACEMENT regardless of the offence.
- The team shall play 1 short during this time. If a team replaces the sent-off player during the Send-Off period the opposition may call a count.
- A team DOES NOT need to ask the Umpire during the playing time whether that player can come back on or be replaced. The Send-Off periods will always end at either ½, ¾ or Full Time.
- The YELLOW carded player may come back on when the time has elapsed eg player sent off at 8 min mark of the second quarter, must remain off until ¾ time, then they can come back on and no player can come on in his place until ¾ time.
- The RED carded player CANNOT come back on when the time has elapsed, but the team can replace that player with another player when the Send-Off time has elapsed eg player sent off and reported at 5 min mark of the second quarter, cannot come back on and no player may come on in their place, but at ¾ time, another player may come on in the reported players place.
- PLAYER SENT OFF
Play shall stop and the Umpire will escort the player from the ground and advisethe Player & Team Manager at the time of the Send Off the reason for send off and whether the player has been reported or not. This will agree with the colour card shown by the Umpire (Red=Report).
A player that has been reported shall not return to the field for the remainder of the match. Play shall recommence when the Umpire returns to position.
- SEND OFF PERIOD COMPLETED
The Send-Off period is completed at either Half-Time, ¾ Time or at Full Time.
- A YELLOW carded player may return to the field at the completion of their send-off period. If that player does not return at that time (due to injury or coaches discretion) then another player from the team can replace them. The sent-off player at this time can return to the field through the normal interchange procedure.
- A RED carded player may not return to the field during this match. At the time of the send-off period completion, the team may substitute the reported player with another player.
At the scheduled game breaks, the Team Manager will advise the Umpires that the players send-off time is completed. In this way the players presence on the ground is sanctioned.
- ANY PLAYER SENT OFF AND REPORTED (RED CARD)
The player shall be informed that they are reported by the Umpire.
- They cannot return to the field for the remainder of the game.
- They can be replaced by another player at the completion of their send-off period.
- ANY PLAYER SENT OFF TWICE IN ANY ONE GAME
They cannot return to the field for the remainder of the game (by virtue of the Yellow Card conditions)
- The player is automatically suspended for the next scheduled game in the NEMJFA home/away season program.
- Their club will action automatic suspension – the Association will confirm send offs and suspensions received from the Umpires reports.
- ANY PLAYER SENT OFF TWICE IN ANY ONE SEASON
There is a penalty – 1 game suspension.
- The player is automatically suspended for the next scheduled game in the NEMJFA home/away season program.
- Their club will action automatic suspension – the Association will confirm send offs and suspensions received from the Umpires reports.
