Born November 1937 in Rarotonga. Spent formative years in New Zealand and returned to the Cook Islands in 1967 and finally had his whole family return to the Cook Islands in 1969. While in New Zealand, Hugh played most sports but gained his representative honours for his province Auckland in both Cricket and Rugby Union.

1970: Committee member for Rugby Union, Lawn Bowls, Golf, Boxing, Soccer, Athletics and Tennis

1985: Chairman of the Organising Committee, 2nd South Pacific Mini Games, Cook Islands
1987: Accepted from H.E Juan Samaranch the Olympic Charter on behalf of the Cook Islands
1989: Elected to the Executive Board of ONOC. Appointed as Chairman of the Development Commission
1991: Appointed as a life Member of CISOA
